Support for processing reservations for Azure OpenAI Services

Microsoft has recently announced a new commitment term of 1 month for Reserved Instance orders to allow customers to purchase Azure OpenAI Service offerings. In this release, we are adding support for the new reservation commitment term, which will be considered during Azure Billing in the marketplace. Moving forward, these charges will be added to the Azure Reserved Instance subscription in the marketplace, if applicable.
